School Education Development Index (SEDI) 2025-26

A comprehensive multi-level, multi-domain framework ranking all 36 States and Union Territories on Access, Participation, Retention, Quality and Infrastructure across four stages of school education.

Note on Data Source

SEDI 2025-26 continues to use NAS 2021 rather than PARAKH Rashtriya Sarvekshan (PRS) 2024, for two reasons:

(i) PRS 2024 covers Classes 3, 6 and 9 (NEP’s Foundational, Preparatory, Middle stages), while NAS 2021 covers Classes 3, 5, 8 and 10 — matching SEDI’s four levels including Secondary and Higher Secondary, which PRS 2024 does not; and

(ii) switching data sources mid-series would confound genuine year-on-year change with a methodology shift.

SEDI 2026-27 will examine incorporating PRS 2024, subject to availability of state-wise, level-complete data.


About this Index

SEDI extends the original Educational Development Index (EDI) developed at the National University of Educational Planning and Administration (NUEPA/NIEPA) from 2005–06 to 2014–15. The updated framework extends coverage from two to four levels of school education, adds a dedicated Retention domain, integrates NAS learning outcomes as the primary quality measure, and aligns with the NEP 2020 curricular stage structure. SEDI is designed to go beyond simple enrolment statistics to capture the full spectrum of educational development — from whether a school is reachable and functional, to whether children actually enrol, stay, and learn.

Key Findings: SEDI 2025-26 at a Glance

📌 Headline findings from the 2025-26 round

  • Chandigarh (0.826) and Kerala (0.798) lead the national rankings, occupying the top two positions at every level of school education.
  • Meghalaya (0.307), Arunachal Pradesh (0.358) and Bihar (0.382) occupy the bottom three positions — a structural pattern requiring sustained multi-year policy attention.
  • Participation has the lowest national domain average (0.487) — GER/NER, SC/ST equity and transition rates remain the most persistent system-wide challenge.
  • Infrastructure has the highest national domain average (0.748) but also the widest spread — from Chandigarh (0.982) to Meghalaya (0.159).
  • Secondary and Higher Secondary show the widest interstate spread and the lowest national means — the ‘next frontier’ for universal school education.
  • Mizoram records the largest year-on-year improvement (+0.052, up 6 ranks to #22), driven by Retention and Infrastructure gains. Meghalaya shows the largest absolute gain among the bottom-10 (+0.039) — encouraging from a very low base.
  • National average improves marginally from 0.566 (2024-25) to 0.568 (2025-26) with slight convergence in interstate disparity — confirming SEDI measures structural development, not annual fluctuation.
