Recent UDISE+ data shows a significant decline of 87,012 schools (including 76,883 government schools) from 2017-18 to 2023-24 due to closures and mergers, impacting student enrollment and data tracking.
This note provides clear solutions to common issues in a question-and-answer format. Common Issues and Solutions for UDISE+ 2025-26
1. Student Data Unavailable in New School Post-Closure or Merger
Question: My previous school was closed or merged, and my data (e.g., APAAR ID, PEN, or enrollment details) is not reflected in my new school’s UDISE+ records. What should I do?
Solution:
- Step 1: Obtain a Transfer Certificate (TC) from the Block or District Education Office (DEO) managing your closed or merged school, including your Permanent Enrolment Number (PEN) or APAAR ID.
- Step 2: Submit the TC and APAAR ID/PEN to the new school’s UDISE+ coordinator for entry into the Student Database Management System (SDMS).
- Step 3: If data is still missing, the new school should email the District MIS coordinator with your details (name, APAAR ID/PEN, previous and new school UDISE codes).
- Step 4: For unresolved issues, email the State UDISE+ in-charge or the national helpdesk at udiseplus-mhrd@gov.in. Ensure the new school updates your status in the “Student Progression” section of SDMS.
2. Increased Travel Distance Due to School Closures or Mergers
Question: My school was closed or merged, and the new school is far away, making attendance difficult. How can I address this?
Solution:
Reason: School closures and mergers (e.g., 76,883 government school closures from 2017-18 to 2023-24) often increase travel distances, especially in rural areas, leading to dropouts.
- Step 1: Request transportation support from the District Education Office under Samagra Shiksha (₹41,250 crore allocated in 2025-26).
- Step 2: Check if the new school offers bus services or travel reimbursements. If not, escalate to the Block Resource Coordinator (BRC) via the District MIS coordinator.
- Step 3: Explore alternatives like the National Institute of Open Schooling (NIOS) or local Anganwadi centers for foundational learning.
- Step 4: Parents should document the issue (e.g., distance, lack of transport) and email the District MIS coordinator or State UDISE+ in-charge to advocate for better infrastructure.
3. Enrollment Disruption Due to School Upgrades
Question: My school was upgraded (e.g., primary to upper primary), but my enrollment data is not updated in UDISE+. What steps can I take?
Solution:
Reason: Upgrading schools can cause data mismatches if the school’s UDISE code or student records are not updated promptly.
- Step 1: Verify if the upgraded school’s status is updated in the “Profile & Facilities” module at UDISE+ Profile.
- Step 2: Provide your APAAR ID/PEN and enrollment details to the school for updating in the SDMS portal, marking your progression status.
- Step 3: If the school’s UDISE code changed, the Headmaster (HM) should coordinate with the Block MIS coordinator to merge records.
- Step 4: Email the District MIS coordinator with details or contact the national helpdesk at udiseplus-mhrd@gov.in.
4. Inability to Update Student Progression Post-Closure, Merger, or Upgrade
Question: As a headmaster, I cannot update student progression in UDISE+ due to school closure, merger, or upgrade. How can I resolve this?
Solution:
- Step 1: For closed schools, coordinate with the Block MIS coordinator to transfer student records to the nearest school via SDMS, providing APAAR IDs/PENs.
- Step 2: For merged schools, ensure the merged school’s UDISE code is updated in the “Profile & Facilities” module and transfer student data via TC.
- Step 3: For upgraded schools, update the school’s level in the UDISE+ portal and mark student transitions in the “Student Progression” section.
- Step 4: For technical issues, email the District MIS coordinator with error screenshots and UDISE code or call (011) 24305000 (Extn. 65409).
5. Uncertainty in Data Submission for Closed or Merged Schools
Question: My school was closed or merged, and I’m unsure how to submit UDISE+ 2025-26 data. What should I do?
Solution:
Reason: Lack of clarity on closures/mergers (e.g., 17,224 fewer schools in 2023-24) complicates data submission due to inactive UDISE codes.
- Step 1: Confirm with the Block MIS coordinator if student data was transferred. Check school status at Know Your School.
- Step 2: For merged schools, the receiving school’s HM should use the new UDISE code to submit data for all students.
- Step 3: Download the Data Capture Format (DCF) from UDISE+ Portal and submit offline to the Block MIS coordinator.
- Step 4: Email the District MIS coordinator or State UDISE+ in-charge for clarification.
6. APAAR ID or PEN Not Linked After Closure, Merger, or Upgrade
Question: My APAAR ID or PEN is not linked in the new school after a closure, merger, or upgrade. How can I fix this?
Solution:
- Step 1: Verify your APAAR ID/PEN through the APAAR portal or Block Education Office.
- Step 2: Submit your APAAR ID/PEN, TC, and identification documents to the new school’s UDISE+ coordinator for SDMS update.
- Step 3: The new school should update your General Profile (GP) in SDMS with the correct APAAR ID/PEN.
- Step 4: If unresolved, email the District MIS coordinator or contact udiseplus-mhrd@gov.in.
7. Unrecognized Schools Not Covered in UDISE+
Question: Our unrecognized school was closed or merged, and we’re not part of UDISE+. How can we register?
Solution:
- Step 1: Submit Form A02 with school details and documents to the Cluster Resource Coordinator (CRC).
- Step 2: Ensure the CRC forwards the application to Block and District MIS coordinators for UDISE+ code generation.
- Step 3: Check status on Know Your School. If not listed, email the District MIS coordinator.
- Step 4: Once registered, the school will receive an 11-digit UDISE+ code for Samagra Shiksha benefits.
8. Lack of Digital Infrastructure for Data Entry
Question: Our school lacks internet connectivity, and closures/mergers have disrupted data entry. How can we comply with UDISE+?
Solution:
- Step 1: Use the offline Data Capture Format (DCF) from UDISE+ Portal and submit to the Block MIS coordinator.
- Step 2: Coordinate with BRC/CRC for shared internet facilities or offline submission.
